Transportation Planning

Planning in Pennsylvania is conducted at the local level.  As population shifts, new developments are constructed, businesses grow, and the transportation needs of a region change. Regional planning organizations, MPOs and RPOs, use Census data, models and technical analysis, and local knowledge to predict future transportation needs. MPOs and RPOs develop regional long-range transportation plans with a twenty-year outlook. This includes a short-term four year plan, the Transportation Improvement Program (TIP). All MPO and RPO TIPs form the Statewide Transportation Improvement Program (STIP), which makes up the first four years of the long-term Twelve Year Program, Pennsylvania’s comprehensive transportation planning program.
