MPOs and RPOs each develop a Transportation Improvement Program (TIP) at the regional level, which are combined with the Interstate Program and Statewide Program to become the Statewide Transportation Improvement Program (STIP). The STIP reflects the first four years of the Twelve Year Program (TYP). Federal Law requires TIPs to be updated at least every four years. Pennsylvania’s MPOs and RPOs update their TIPs every two years during the TYP update process.

The 2021 Guidance documents serve to meet federal and state requirements for the development and documentation of the Pennsylvania 2021-2024 Statewide Transportation Improvement Program (STIP) and the regional Transportation Improvement Programs (TIPs).
